Martyn's Law: SIA final Section 12 guidance due this autumn ahead of spring 2027 commencement

The Security Industry Authority is set to publish its final Section 12 statutory guidance in autumn 2026, with the Terrorism (Protection of Premises) Act expected to come into force in spring 2027.

The Security Industry Authority is the regulator for Martyn's Law, the Terrorism (Protection of Premises) Act. Its role is to help those responsible for qualifying premises and events comply with the law, assess compliance, and bring premises and events in scope into compliance where they fall short.

The SIA consulted on a draft of its Section 12 guidance between 15 April and 12 June 2026. It plans to publish the final guidance and a consultation report in autumn 2026. The Act itself is expected to come into force in spring 2027, with the exact date to be confirmed beforehand.

The regime applies in two tiers set by the number of people who may be present at the same time: a standard tier for premises with 200 to 799 people, and an enhanced tier for those with 800 or more. Security providers and venue operators should use the run-up to publication to map which tier their sites fall into and what procedures each will require, rather than waiting for commencement.
