High-risk zone: Pakistan's terrorism threat holds across Balochistan and KP
Ops Con Intelligence

The UK Foreign, Commonwealth and Development Office assesses a high threat of terrorism and sectarian violence throughout Pakistan, and states that terrorists are very likely to try to carry out attacks. That is the standing position on the FCDO's Pakistan safety-and-security page, not a fresh alert, and it is the baseline any movement into the country should be built from.

The threat is concentrated but not confined. Areas of Balochistan and Khyber Pakhtunkhwa, including Peshawar, and Quetta suffer regular terrorist attacks. The FCDO advises against all travel to parts of Pakistan, and against all but essential travel to other parts, so the advise-against-travel map, rather than a general sense of risk, should shape any route.

For corporate travel, private client movement or security tasking, the planning notes are straightforward. Treat the threat as persistent and capable. Keep teams clear of FCDO advise-against-travel areas unless there is a compelling, risk-assessed reason and the insurance, medical and evacuation position is confirmed in advance. Sectarian violence adds a timing dimension: religious dates, processions and large political gatherings raise exposure, and belong in journey management. Advice can change without an expiry date, so confirm the live FCDO page before any movement.
