Monday's brief: the FCDO holds its all-travel warning for Niger after gunfire near the Presidential Palace and Niamey's airport, and a tradecraft look at reading a venue against Martyn's Law and its four public protection procedures.

Two items lead today.

Niger. The Foreign Office continues to advise against all travel to Niger and updated its advice on 29 August after reports of gunfire early that morning near the Presidential Palace and Diori Hamani International airport in Niamey. It is at least the third reported gunfire incident near the capital's airport this year, after events in January and June. The wider picture is severe, with the FCDO assessing that terrorists are very likely to attack, a very high threat of kidnapping throughout Niger including Niamey, and British nationals seen as legitimate targets. For any presence in-country, harden airport transfers, plan for no-notice checkpoints and disruption on the airport road, and treat Niamey as a kidnap-target environment.

Tradecraft. Martyn's Law, the Terrorism (Protection of Premises) Act 2025, gives protective teams a checklist for a venue recce. Its statutory guidance sets two tiers by capacity and four public protection procedures a site should be able to run: evacuation, invacuation, lockdown and communication. On an advance, measure the venue against those four and confirm staff can execute them under pressure, not just name them on paper.
