Libya

The UN Special Representative for Libya told the Security Council on 14 October that the High Council of State rejected the 30 August election Agreement on 5 October, and asked the Council to hold spoilers accountable. She reported inflation above 14 per cent, an estimated 30 to 50 per cent of fuel imports lost between January and September, and 1 million barrels of oil production lost to September disruptions. The UN Support Mission mandate is due for renewal on 31 October. The FCDO advises against all travel to most of Libya. Full story in today's lead.

Ebola

The FCDO updated its Nigeria advice on 21 October to record that the Nigerian Federal Ministry of Health and Social Welfare confirmed the country's first imported case of Ebola, in the Federal Capital Territory, on 20 October. Travellers entering Nigeria from countries with Ebola transmission must complete an online Health Declaration Form before travel. Kenya confirmed its first imported case on 6 October, per its FCDO Health page. Full story in today's tradecraft piece.

Abyei

Yesterday's lead reported the UN's statement that at least 28 civilians were killed in drone attacks in Abyei on 19 October. At the 21 October press briefing the UN spokesperson said the UN peacekeeping force there, UNISFA, now reports at least 80 people killed, with 27 injured treated by UN personnel, and that other people are still missing. UNISFA is verifying casualties and has doubled patrols in the affected areas.

Democratic Republic of the Congo

The UN said on 21 October, citing humanitarian partners, that nearly 12,000 people left the Nambya area of Haut-Lomami Province on Monday after attacks that reportedly killed two civilians, injured others and led to abductions. They sought refuge in neighbouring Haut-Katanga Province, joining some 14,500 people who had fled similar violence this month. The FCDO advises against all travel to Haut-Lomami.

Kosovo

Peter Due, head of the UN mission in Kosovo (UNMIK), told the Security Council on 20 October that tensions in Kosovo and the region have increased over the past six months, citing property disputes, stalled reintegration of Kosovo Serb judicial personnel and allegations of police ill-treatment of Kosovo Serbs. Council members were divided on the mission's future: the US representative said it should be closed, while the UK called for a strategic review.
