Martyn's Law. The Home Office has published the section 9 notification guidance, dated 14 July, and a set of factsheets on 24 July, under the Terrorism (Protection of Premises) Act 2025. The duty to notify the Security Industry Authority is not live yet, and enforcement is expected no earlier than April 2027, but the process is now defined and the tiers are fixed at 200 to 799 for the standard tier and 800 or more for the enhanced tier. Hostile reconnaissance. Mohammed Asim Bashir was jailed for life on 23 July, with a minimum of 17 years, for preparation of terrorism. He had driven the Heaton Park synagogue attacker on a ten hour trip to survey the UK Defence Academy at Shrivenham, where security arrangements were logged in a phone note titled espionage. It is a plain example of the survey that precedes an attack, and of how ordinary it looks from the outside. Full write up in Tradecraft and Kit.
