Peru: FCDO says expect increased security measures, road closures and large crowds during Pope Leo XIV's 11 to 16 November visit, with Cusco Airport closed on 15 November
Ops Con Intelligence

On Friday 6 November the FCDO added new information to its Peru travel advice about the visit of Pope Leo XIV, 11 to 16 November. It sits on the advice's Warnings and insurance page. This is a notice about movement and operating conditions, not a warning of a threat, and the FCDO has not changed its advise-against areas for Peru.

What the FCDO says

The page says: "Pope Leo XIV will visit Peru from 11-16 November." It continues: "During the visit, please expect increased security measures, road closures, traffic disruption, and large public gatherings." It then gives one dated closure: "Cusco Airport will be closed on 15 November from 7am to 3pm local time. Please check with your airline before travelling." The 15th is a Sunday, and Peru is five hours behind the UK in November, so the closure runs from 12:00 to 20:00 UK time (our conversion, not the FCDO's).

The FCDO's standing advice against all but essential travel to two areas, within 20km south of the Putumayo River and the Peru-Colombia border (Loreto region, with exceptions including the Amazon River and the triple-border area) and the Valley of the Apurimac, Ene and Mantaro Rivers (VRAEM), is separate text on the same page and was not part of this update.

What the page does not say

The page names no threat and no incident, and it does not call the measures a response to one. It does not say which cities or venues the visit covers beyond Cusco's airport, gives no itinerary, and does not say where the road closures or crowds will be, how long each lasts, or whether checkpoints will be used. The visit notice does not mention a state of emergency or curfew. The page's standing advice says states of emergency have been declared in some parts of Peru and points to the official list in El Peruano, but it does not connect them to the visit. We did not open a Peruvian government or Vatican source, so everything here is the FCDO's account, read on 7 November.

What it means for close protection teams

This is The Ops Con's reading, not the FCDO's.

For teams with principals in Peru between Wednesday 11 and Monday 16 November, the useful point is timing. Build extra margin into any road movement and do not assume a normal journey time between hotel, venue and airport, since the FCDO expects closures and disruption without saying where. Confirm the venues and routes your own principal will use with local contacts rather than inferring them from the visit.

On Sunday 15 November, any plan that relies on Cusco Airport between 07:00 and 15:00 local time needs an alternative or a different time, and the FCDO's instruction to check with your airline applies to every flight into or out of the city that day. Large public gatherings raise crowd density around the areas people choose to gather, so brief drivers and the principal on how to leave a crowded area, and keep the party's movements short and planned. Read the FCDO page again before each move, as it may be updated.
